    Copy-editing

I have just done a thorough copy-edit to this article, mainly for the purpose of fixing problems with the English. I didn't intentionally change the meaning of anything, but there is one change that I made that might be problematic -- throughout the article I changed "STD-dominating" and "STF-dominating" to "STD-dominated" and "STF-dominated". I think the changes make for better English, but if they contradict the literature they are wrong and I'll change them back.

I'd like to point out a couple of issues with the article. First, the figure captions are inadequate. A figure caption should indicate to the reader the function that the figure is intended to serve. Second, there is a statement about Weber's law that I don't think is correct. As I understand it, Weber's law is about perception and does not say anything directly about neurons or synapses.
